Sadly it is not. This is a common problem with the bug reporting posts if not filled out just right. However, I am not certain that the forum is the best place, or a bug report is the best way, to report someone who is allegedly cheating. I say allegedly because I honestly have no idea one way or the other. You may want to fill out a report on Zendesk, and since you have listed this under PlayStation you might want to make a report to them as well.
However, on the Zendesk page you want to look for this below:
Since your thread is addressing a player who you are claiming to be a cheater is not a “bug report” so this would be what you want to look for, and click on. I hope that this helps you. And welcome to the forums.
