Because 1 is too short, and 2 is too tall.
It’d be nice to have but I certainly wouldn’t call it an “urgent necessity”.
I would like to see half walls, too. They would really expand our building design options.
Totally want them myself. Like yesterday. Raising and lowering foundations to get proper heights is a pain in the butt.

And a half width foundation block, full height but half wide/thick.
There is a half wall in the riders dlc but other than that would be nice
