In Siptah, I have yet to get that recipe to drop and really wish it would. I keep running across things that need a shovel and am really missing those opportunities.

So it’s a recipe drop?
yes. In EL map, you get it from the library. Siptah map, I believe it will drop from a boss level enemy. The tough part is there are SO MANY recipes now. Like an insane amount. I just unlearned my feats and I have 192 learned feats from recipes. Some are from the vaults and some from finding in camps or special places, but most are looted from corpses. I’m nowhere close to having them all either. I think I’ve only learned half of the ones that are available form the EL map’s Library.
I have this feeling that I may never actually find the shovel.
There are occasionally some floating crates just off shore at the Wreck of the Sea Dog in M7. Occasionally you can get a Supply Crate (14164 for those on the admin panel) and just slightly more occasionally you can get a durability depleted Gravedigger from one of those crates.
You can use that 0 durability Gravedigger to dig stuff up.
edit: and you can get the Gravedigger recipe from the last chest in a vault too
My hero! I will make some runs on those supply crates and see if that improves my luck
