Is there a mod tutorial for creating custom npc spawns or factions

I’d like the ability to create thrall-able npc’s that spawn on the map, but with certain looks. Is there a way to do this through a custom mod?

Ideally I’d like to create custom mini-faction spawns on the map.

Yes, but won’t be easy. Map spawns require mod camps. Too much to explain, but you’re going to have your work cut out for you.
