Jhebbal Sag Confessor Priest

Hi all! Is it possible for a Jhebbal Sag Confessor priest to spawn in the Den area on the Exiles map (or anywhere else outside of a Purge)? Ive seen posts form a year ago about it but wanted to confirm that there is infact a chance it might spawn there. I only ask since I launched a solo game and went to admin panel to test out spawning him in and the only 2 confessor priests were purge priests. All other T4 came in as Seneschal or Guardians (spawned 10 of Darfari and Jhebbal Sag T4s just to make sure). From my limited understanding of how that works, I assume it means that the only way to get a Jhebbal Sag Confessor Priest is via Purges? Any assistance would be greatly appreciated.
