1: There is no actual size limit. There is no rule about size, there is a rule about causing server lag but an empty base likely wont.
2: It takes weeks, WEEKS before you will get a response from funcom.
Have you gotten the acknowledgment email your report was received?
3: funcom wont investigate 1 report.
Sounds like you really need to reread the ToC. There are rules about how and where you can build but there is no real rule on size, except for land claim abuse.
