Mitra spear, Staff of Epimetreus bugged with high dmg/armor pen?

  1. Craft a t3 altar
  2. Craft staff of epimetreus
  3. look at the stats of the spear
  4. realize it has 57 damage and 23 armor pen base

Is this intended? Or is it bugged? I hear alot of people saying its bugged to have hammer stats and its an exploit to use one of them lol and would just like to hear an official dev response on the issue, thanks <3
