Have you removed all mods? Have you verified installation?
No mod, it’s a fresh install
I would suggest trying to verify the installation as it might have been corrupted during the install.
Please let us know if the issue still persists after verification.
Finally it was a Steam error:
The Testlive client should no longer be used. By switching to “beta” mode it works, but each mode change results in a download of 6.4 GB!
My testlive client works fine, as does my live client. You may want to research some more.
Having both on my computer/drive, I enabled beta and it turned live into testlive, leaving me with two testlive clients and no way to go online. Reversing the beta participation option solved the problem, but still …
