No voice acting in Tarantia?

When I was in Tortage area every npc had voice acting, but now I am in Tarantia and none has it. Is it a bug or missing content or what?
I play on Fury.

Most NPCs after Tortage are not voiced, this has been since release of the game.
Some major NPCs are still voiced but most others are not.

thank you I was afraid that something is not correct. I am a bit upset they are not voiced though
