Official 1028 PVE, have been down for 24 hours, who or where do i get someones attention to restart it?

53 hours downtime 
the same thing happened to me recently on 1026, battlemetrics showed it as down, and I didn’t see it in the favorites list anymore. I manually searched for it from the server login screen in the game and found it and was able to connect to it, even though battlemetrics showed it as off.
