contacted gportal, this is their response:
i do recommend that you post in their support page, you can create a free account and you usually get a response from them within an hour, the more people that post it, the more likely it will escalate faster
@Dana hello Dana! for visibility, there seems to be quite a few server that are down since the update., i was able to do a transfer from siptah 6157 to 1930, imported a character , built a quick home in sandstone, and logged off,
right now 1930 has been down for more than 24 hours, i have reported issue thru regular support channels and also here oin this very topic, apparently Gportal has sent a report to funcom. find their responses above.

Going into 4 days now
PC official #1940 PVE-C is down for over 24 hours now. Tweeted, contacted support and Gportal. No response.
I saw 1930 for about 3 seconds. Ping was 9999. Tried to log in but timed out. Now, no longer in list again. Day 5.
I wish I could get paid to do nothing. Devs got a great lazy gig.
Official server #1738 has been down for more than 36 hours.

We just disabled character transfers as we continue to investigate these crashes.
It is now a full week down. Is it 7 years now without any real fixes to this game? Transfers are not important to game quality. Let’s start on quality instead of quantity. A quality product might earn you better money for the cosmetic junk you keep trying to sell us.
I DISAGREE, transfers are for my game experience very important, i am grateful that at least we have @Dana being active and gathering info and providing support, they will get the to bottom of this, something tells me that the new update that is coming might make the server transfers relevant. they are aware and working on it since monday. that6 they got official confirmation of troubles.
decay timers are off for both thralls and strucutures, so there will be no harm other than wait a bit.
Just a bit of hyperbole there, eh? You might not be happy with the state of the game in many aspects, but claiming nothing has ever been fixed is patently untrue. And maybe don’t shoot the messenger - we only just got @Dana back after around a year with no community support staff at all. Driving away the response we have finally got is not going to improve anything.
