Patch 2.3: No 'New rewards have been added to the Library of Esoteric Artifacts on the Exiled Lands'

2.3 patch notes states “New rewards have been added to the Library of Esoteric Artifacts on the Exiled Lands.” This is not the case on a modded server I play on, so I went over to single player, created a brand new game without mods, and tested. Same deal. No new rewards (recipes?) added to the library of esoteric artifacts.

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

  1. Go to library of esoteric artifacts
  2. Turn in outrageous amounts of fragments of power
  3. No new recipes
  4. ???
