Bug Description:

Day/Night cycle doesn’t happen in-game; it seems like ‘freeze sky’ is permenantly checked and has to be disabled via admin panel.

1. Start a new game
2. Forever bask in sunlight

— I’ve reinstalled the game multiple times, disabled all mods to no avail.

Is this constant or only first session? The game by default disables night time for new characters in their first session, this is an intended feature. Exiting to menu and reconnecting should resolve.
