I’m playing single player on Exiles map. I couldn’t get the trebuchet to snap together. I put the foundation and base together no problem but the trebuchet would not snap on. I removed the base and noticed the trebuchet was sitting perfect on the foundation. I snapped it into place and and it now works. The base was removed from my inventory as well. Hope this helps.
The base is put on the foundation, then you interact with the base to build the treb in two more upgrade stages.

To add to this,
If your using Admin Panel for 2nd Pieces (prebuilt parts), You’ll need make sure Foundation Circle is not sunk into ground and raised up.
