Purge does not come (convergence trap cannot be used)

Hello. I’m playing on 4214 in Asia,
but I haven’t been purged for more than a week.

The meter is max long ago!

I started a convergence trap today at a base with more than 90 squares,
but it still doesn’t come! How can Purge come and am I doing something wrong?
