Purge NPC spawn under the mesh

Purge thralls keep spawning under the mesh at 8-9E.

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

  1. Wait for purge to happen
  2. Purge happens but no NPC seen anywhere
  3. Enable ghost mode and go under the map
  4. Find NPC under the map
