Is there any ETA on when these previously posted servers are going to be coming online?

I’ve had my clan hold off on building or doing anything important because these are the server we will want to be playing on due to server prime time. It would be nice to know a little heads up on when we may be able to start playing.
It seems that the East Coast servers are set to GMT time so hopefully that’s not intended because then it would seem that ping is all that the server location is being utilized for and the server prime time will just be completely irrelevant for game play to people who are working normal schedules.
