All I could suggest is try logging off and back on again. Building can sometimes act strangely but that’s definitely worked for me before when trying to place items. It may take multiple goes though!

Just note that the current decay timer for your buildings was changed to only 7 days (168 hours) rather than the 15 days as mentioned in this video from June 2018. However, I believe during the noob flood insanity during the free PS+ April, PS4 servers again upped the decay to 14 days to mitigate really annoyed long term playing customers.
