Can you destroy buildings from other player whenever you want or is it just a specific time.

It’s just in a specific time. The server rules will tell you the time slot that damage to buildings is allowed.
It depends on ur server settings or ur single player settings. Example: normal pvp is damage to buildings and players any time but pve conflict, u can damage players only at certain times. I’m not sure if buildings on pve conflict but there’s few diff types of servers that Conan Exiles has to choose from.
If you haven’t logged in for a while, your build can also become ‘decayed’ which allows players to demolish what you’ve built. It basically destroys all connected structures but leaves placables that weren’t on or in the structure intact.
So that’s another possibility.
