Quantify stat or other difference between 2- and 3-pip items?

Can anyone put into numbers the difference between a two- and a three-pip exceptional item – talisman, weapon, glyph, whatever – in terms of its gameplay value, and say whether and how this changes with increasing item power, or not?

While I’m at it is there a similar conversion between ordinary and exceptional items, also scaled by level perhaps?

Extraordinary talismans have the exact same stats as regular ones, they just have an extra effect. The strength of the effect scales with combat power.

The only exception to this are cache items, which start out with a lower power rating but catch up to their dropped counterparts at max purple.

This is because cache items (anima touched weapons for example) are purples you can equip before 50.
