Rebellious Adze - What is it for?

I found a Rebellious Adze and with some experimentation I cannot figure out what it is used for. It has the following qualities: Legendary, Rebellious, Tool

Does anyone know what the Rebellious quality is?
Does anyone know what this is used for? (The description says “Originally a tool for woodworking”)

I got it off a boss in the Blacksail Harbour (M13)
