Sadly, its a bug that is still being look at.
Per other threads, it probably only appears early after you logged in.
If you are playing single player, you can download SandstormEX Fix mod that resolves the issue. (not sure 100% but pretty close).
Also Sandstorm Reroutinator fixes it as well, plus has different sandstorm paths.

That’s correct, it happens mostly some minutes after a log-in.
Servers only, never ran into this issue in SP games.
