Shields - No Armor Bonus anymore

All shields which previously provided an armor bonus when wielded now provide none. With the exception of ONE shield, Black Bruargh’s Fury (still gives 20 as before, tested on live today).

Best example to reproduce is the Scorpion Ward, which specifically states in its description and info that it provides bonus armor.

Is it an intentional change that no shield bar one provides armor bonus anymore when wielded?

I can confirm this potential bug is still present after the new update on official live server. Not sure if this topic should be moved to “[PC] Updates and Bugs” or if posting it here was enough. Thanks.
