The mission Short Circuit doesn’t cleanly reset itself if you pause the mission while still in the area. Here’s the steps to repeat:

  1. Pick up Short Circuit
  2. Click the Suspicious Cyborg. It explodes.
  3. Pause the mission
  4. Wait. Forever. It never comes back.
  5. Have a friend show up. He can see the Cyborg and he can complete the mission normally. It’s still not back for you.
  6. Continue waiting. Forever. It never comes back.
  7. Pause the mission
  8. Port out of the zone
  9. Come back. The Cyborg is finally back again

So there you go. If you accidentally pause the mission like I did while standing in the area then you’re locked out of it until you leave the zone and come back.
