I’ve built a bar and put a barkeep in it. There is access to the bar via stairs. I’ve waited one hour in single player. I’ve teleported. I’ve road away and back to load the area. I’ve shut the game down and turned it back on. I’ve waited more. There are still no people coming to my bar. I can’t enlist anyone via contracts. I’m on Xbox. Any ideas?
