Soothing buff does not appear on the full interface, intermittent

Often the soothing buff does not appear on my full HUD, even though it is active and shown under Stats. Quite intermittent, such that I cannot find any trigger or pattern.

Often, but not when these pics were taken, the former does not show the buff. (which, IMO, is overpowered)
