Stone Foundation - Replace Foundation Fence - Stacking top of each other

This happens intermittently some fences yes some other no.

Steps on how to reproduce issue:

  1. Put Stone Foundations (Tier1)
  2. add stone foundation fence on side (all of them)
  3. Replace stone foundation fence with ice foundation fence (t3)
