Fence Foundation problem

When building a wall of a contruction, Fence foundation cannot be placed one over another.

Steps on how to reproduce issue:

  1. Build wall for example 3x3 high Stone Foundation
  2. Try to build 3x3 Fence Foundation attached to 3x3 Stone Foundation
  3. Fence Foundation on ground level is ok
  4. When you try to put Fence Foundation on ground level it is not possible.
