My guess is that for whatever reason, those particular tree assets (that style of tree) has LOD settings where you have to practically move on top of them for them to render in high detail.
Well it looks like the main difference is foliage vs static mesh, and then foliage palm vs swamptree. The static mesh trees will appear better further away and the foliage (harvestable) are instanced to load easier at the cost of visuals from afar. Since they are smaller, usually this is not a big deal because the sightlines are usually obscured but in your pic at that spot, its more jarring because of the long view distance. Palm trees for foliage probably have a different LOD setting as you point out, and that could be intentional or accidental; probably intentional because they may look more like crud if done the less intensive way.
