No, all items from all DLCs are already inside the game data. When you buy a dlc , the items were “unlocked” - meaning they can be used and placed in the world.
So just restart. Keep in mind that everyone needs his own bought dlc. You can’t longer “produce” dlc items and hand them over to someone, who don’t bought the dlc. They are not usable for this player.

I tried another steam game and same issue. i am now thinking this issue is steam related.
i have same issue but now seeing might be steam related. i had a steam cloud error show up when rebooted my computer and no games are loading to the network

Everything i’ve tried so far ain’t working.
Reinstall, verifiying game file, changing server game port, enabling TLS/SSL. Basicly anything i’ve found on this forum, redit, and steam.

its a steam issue. they had a crash. the game works now for me. i tried other games, had same issue and now its working
I just logged in so may be fixed. But if your friend is on all he has to do is invite you.

This might also have to do with interactions between, but is by the look of it, a Steam issue. Devkit was failing to upload, which (AFAIK) doesn’t touch funcom services, is just devkit to steam workshop. I suspect it’s just that some auth attempts are OK, and the steam client is less fussy about the self auth v cached status than it is v a 3rd party system asking it to validate a user.
This is why I long for the days when you would install a game locally and play it. I am so sick of not being able to play a game because some service is down or services are not communicating.

When you did the reinstall did you delete the orphaned folders after the uninstall before you reinstalled?
