So I ran across some place that asked me if I wanted to enter proving grounds which would enable PVP. I’m on a PVE server but was curious. However, I swear I was on a player’s base. Can players build this? Or is this a thing on Siptah?
It sounds like you maybe are talking about the battle standard. It’s an item that allows people in range to PvP if they choose

Battle standards can be crafted. It’s a feat you can learn.
