Apparently a vendor is supposed to appear after I finish the SA story…which I have.
So any particular place/zone I go to find him,or…?
Annointed area. You should see the vendor symbol on the map.
After you finish story you should get a side mission that will lead you to him. Also he’s next building to your place to sleep in Annointed zone, you can see people crowding there.
OK,found him…no mapsymbol and no mission though 
Still he is there at least
