1651 Constant rubberbanding at raid time, can't connect 9999 ping

Server craps out at raid time, can’t connect, for some reason it works flawlessly outside of raid time. Also the server was working just fine just now but when I logged in withand my buddy the server started to rubberband. I checked the server list and it’s just this server and also 1652 which makes me wonder whether or not its a DDOS, though this patch has had performance issues.

Same for 1540, but not limited to raid time. It will always happen in raid time, for about the last week regularly, but also today for instance, goes to 9999 ping in the morning. Seems to occur 3-4 times a day on the server. It does not always kick you off, but will be unplayable and rubberband you for about an hour on average.
