You say you started in 2019 and that there are still no new hairstyles in 2024. This is not actually true, new hairstyles and facial hair was added in the Isle of Siptah DLC, which released in 2021.
In order to access the Island Barber options, you need to use the Orb of Nergal, as they are not available during character creation.
