Welcome to the Forum. Did you by chance level up using admin? Because that can happen people report that issue probably once a month not heard of any one solving the issue. You can take a portion of beastal memory to redistribute points where you need them most or recreate character and not use admin to level up. Also if you increase carrying capacity with admin you cannot decrease it later. You could temporarily increase XP if you do recreate character that and do journey steps. Good luck Exile

It’s only if you delevel yourself the 1 point at the beginning of the game is not tied to your level so lvl up fine but if by accident or intentional the point is gone forever unless you have a mod to fix it
