I thought with the changes to things on the back end after 3.0 that DLC content required ownership of the DLC, am I mistaken?
I don’t think so. People can still use the loot. They just Cant craft it.
Yep U need the ownership of the dlcs since update 3.0
The same for Bazar Items and Battle Pass Items. 
I know you the dlc building pieces can only be used by those who have the dlc and any of the battle pass/ store items. I am curious about siptah gear.
Actually things are quite different when youre an admin. You can spawn it in & have players place them like old school conan.
