Activating god in admin panel effects players on server not just admin

when i activate god mode for myself while other players are online it effects them as well.
this is a new issue on my server, we do have 24 mods active but have been running the server with the mods for over a month and haven’t had this issue until recently.

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:
1.activate god in admin panel and have other players take no damage
2.deactivate god and players start taking damage once again
3.reactivate god and notice players stop taking damage once again

While you have been using the same mods, official updates can and will cause those mod functions to change in unpredictable ways.

It is necessary to verify if this is an issue you can reproduce without any mods installed on a test save.

The issue seems to have sorted itself out may be a random weird instance if I have it occur again I will attempt to figure out exactly what caused it… thanks for your input and sorry I waited so long to reply
