We have a serious case with trolls and the admin ban is NOT working any idea when or how to get this rectified??

Try going to your servers website and click on configuration. There is a drop down thing that will say “black list”. Try that.
There in no working Blacklist on Console at the moment (the options from the settings files are from PC plattform) neither is there a configutation option on the G-Portal dashboard.
