Animation Stutter on Humans and All animals. Not ping or Hardware related.

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

  1. Play the game in any mode , single, online. and change settings from highest gfx to lowest possible gfx all makes no difference.
    2.Turn off all non vital TSR’s, Still makes no difference.
