Armor Patch Kits don't seem to work (or have an issue)

I created Advanced Armor Patch kits, but when applied to either the Sandstorm Mask or the Vanir Settler gauntlets, they got used up without doing anything. I tried a Master Armor Patch Kit I had in inventory, and the result was the same.

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

  1. Had damaged Sandstorm Mask in inventory
  2. Created Advanced Armor Patch Kit and placed in inventory
  3. Opened Inventory
  4. Dropped patch kit onto mask
