Bartender Recruitment not working on Siptah Map

Bug Description:

When placing the Bar and the Zamorian Bartender at our base on Siptah, it does not bring in Thrall customers. We live on Violet Isle in E10/11. We tried three different bartenders and then took the bar to the Exiled Lands map and as soon as we put the bar and the bartender thrall in place, the customers started spawning in. It was immediate.

Bug Reproduction:

Built and placed a bar in Siptah. Tried different bartender thralls and moved the bar location using a separate bar that was rebuilt.

Same here. I hope this gets fixed. Tried multiple servers, multiple locations.
