I can build the chain without having the leather bindings tech.
Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:
1.Put steel ingots on a torturer’s bench with a T3 taskmaster.

OK, I checked some other stations and this seems to work with all items. Including DLC items.

It is not a bug, a T3 Taskmaster gives the Chain bindings recipe as a bonus (as well as the increased crafting speed and fuel consumption).

I know that but I can craft it without the perk. The same for other flawless and exceptional weapons and armor. I can even get the katana from the Yamatai dlc without owning it. I just need the materials.
Katanas are available to everybody regardless of DLC ownership (they’re available under the Bruiser category in feats).
