Horizontal elevators are not where they should be until called. Walking on them teleports you to where they are when missing. After testing a bit you don’t seem to be actually there because my friend went to where you get “teleported” to but he can’t see me or the elevator and I can’t see him or what he builds. But when someone walks on the bugged elevator he disappears.
I’m new to the forum (just created it so I can make this bugreport) so I can’t post links but I created a video showing how the bug looks ingame. I really hope I dont break any rules if i just split the link so it won’t notice it being a link but it’ll be easy for you to find the video. (if this is a problem I’ll just remove it)

(we speak german but i added text that explains what is happening)
After recording I build new elevators in different locations, all get you to the same place. In this magical place you can see the other elevators.
Reproduction:
Build a horizontal elevator
Move the cabin to the “not-start-position”
Get far enough away that the place you build it in isn’t loaded (I think thats how it works)
Go back and your elevator will be bugged like shown in the video
Wow, that’s a new one for me! Question, has your server been restarted lately? Are you running any mods? There are lots of elevator mods out there that haven’t been updated and causing something like this to happen isn’t outside the realm of possibility.
To make it easier, if anybody needs it, here is the link to the video with the bug in question. Clicky here
Oh wait, so once you “call them” does the bug go away? I missed that part of your bug report. If so, then I think this is something that’s been around for a while, where the Elevator is like “invisible” until you hit the call button.
I don’t, I just recall the bug back when I used to actively play (I only mod now, I don’t have time to play :p) way back in November. I don’t recall it teleporting me to a far off land though Could be the same bug, or it could be something else entirely. It might even be known and I just didn’t know about it since I’m not actively playing.
Essentially it sounds like that you get out of rendering range, come back, and the bug presents itself again. I’m glad you included a video about it though.
