I have a bugged quest which is well known and complained about, the “wanted!” quest for shadows of jade in northern grasslands at the point 4 assassins from brittle blade are supposed to spawn and attack you.
Now this quest is know to bug and not spawn requiring resets and respawns and some still say it takes months, now I have reset 4 times waiting great deals of time is several “hot spots” and still can’t complete quest
I can not help with the petition bug, seems strange.
But the Wanted! quest is, as you said, known for beeing tricky, and has never been solved by any GM in the past, so I have no hope at all that now a GM will help with it.
Best advice I ever got was that if you get popped out of hide in NG seemingly without a reason, you should delete it and take it again, because that indicates that the assassins did not fully load when they spawned. Just doing nothing and standing somewhere is another tip, because moving around might let spawn them behind you and you miss them.

thanks, finally got them to spawn after reset number 6 but one instantly despawned now stuck at 1/2, groan whoever designed this quest should be shot from a cannon into the sun 
lol now reset it and it’s on cooldown for 20 hours despite it showing at the NPC as available, guess I won’t be completing it today
