Building Decay System resets itself upon server restart

I’m an admin of the private server and I came across a problem with a ruin / decay system.
Essentially this system is on, however every restart of the server all the buildings’ decay times are being reset to 360h for all players. I have tried to switch this on and off, I looked at the settings in the ini file but nothing works.

I know that if someone is logging in this naturally reset however this happens also for players that haven’t logged in for a long time.

It is worth adding that initially this decay system was off on my server, it’s been switched on after a month of a server existence.

Not sure how to fix this issue or maybe simply this is some kind of rudimentary bug.
