Problem: dlc not working for cd

I own a cd copy of the game but the store keeps telling me I need to buy the game to download it

Its the free nudity dlc

You need a copy from any country except a country in North America. I bought a UK copy and had full nudity until this last patch. Now it doesnt work anymore.
