Can't Install the Game on Steam (Manifest Missing)

[Cannot Download on Steam (Manifest Missing) All other games on Steam update fine.]

Steps on how to reproduce issue:

  1. Buy Game
  2. Try to install Game
  3. Try every fix on Steam Forums
  4. Get Frustrated

Everything I have tried so far (Suggested by Steam):
Restart Computer, Repair Game Folder, Uninstall Game, Change Download Region, Clear Download Cache, Verify Local Files,

Update: Switched Region to Egypt and download began. Then switched back to US to finish download at full speed.
