Can't lock on to targets

“Q” does not activate target lock. Tried resetting the settings and rebootted a couple times, but no luck. Switched it to another key, tried it with a controller, nothing.

What am i doing wrong?

Just as a check - you mention resetting the settings, so you’ve probably covered this, but it’s an error I made previously, going back and rebindding the key but not checking the main box. Have you made sure that this box is checked?
