Like I said, that gif is from the original Secret World. Those icons underneath the health bar show if the mob is suffering from various status effects but it was part of the default UI back then.

There are tons of mobs that still do this. Seriously, they’re friggin everywhere. This bug was in TSW for YEARS. I reported a bunch of them and I think one or two may have actually been fixed, but dozens more didn’t.
In most cases it doesn’t matter, but in at least a few the mobs are supposed to be patrolling an area and leaving a gap for you to sneak past during sabotage missions.
