By default, free accounts get 1 character slot. That is the base number. Any character slots that were purchased or earned through various offers in the past will add to this number. A lot of older Age of Conan accounts have 2 slots like you described.
Becoming Premium will add 7 additional slots that will be available to you while your account remains premium. So you should have 9 slots available to you once your membership is active. If you do upgrade, give the server about 15 minutes to show you the new character slots in the game. You may need to restart your game client after waiting 15 minutes to see and use them for unlocking a character.

Someone correct me if I am wrong, but in your case you should have 2 open slots after falling back to F2P after a sub, the same your old account had open befor subbing.
But, for me this did not work twice in a row. My account went F2P, I subbed again, and had one less character to be unlocked than befor. First time it was solved via email support after 5 months, now I am waiting for 3 months for an answer.
My guess is the “new” F2P rules with only 1 open slot per account get applied to every account now, regardless if it was an “old” one and had 2 open slots prior to subbing.

This is WRONG. On an old account, premium adds 6 and not 7 slots.
Regardless of the account age, premium makes the the account get 8 base slots (instead of 1 or 2 when f2p) + extra slots (event servers, rewards, bought, etc. those are always active).
